中华全国集邮联合会第一次代表大会在京举行
中华全国集邮联合会第一次代表大会于1982年8月25日在北京人民大会堂隆重开幕，中华人民共和国邮电部副部长成安玉主持了开幕式。全国人民代表大会常务委员会副委员长朱学范出席了大会并讲了话，中国共产党中央委员会宣传部部长邓力群、邮电部部长文敏生、原邮电部部长、全国政协常委王子纲、国家经
委、全国总工会、共青团中央、全国妇联、总政文化部的负责人出席了开幕式，出席大会的代表和来宾共600多人。
参加这次大会的有中国著名集邮家马任全、张包子俊等来自全国各省、市、自治区的代表和特邀代表169人，以及首都新闻界、美术界的人士。
中华全国集邮联合会已于8月7日打电报给台湾省集邮协会，邀请他们派代表前来参加这次大会，以便共同研讨中华集邮事业的发展问题，台湾省集邮家们未能前来参加。大会于8月29日通过了“致台湾集邮界同仁书”。
大会历时五天，审议并通过了集邮联合会的工作报告，修改了联合会章程，选举产生了领导机构，讨论和确定了今后的工作任务。大会邀请朱学范副委员长为名誉会长，选举成安玉为会长，宋兴民、马任全、张包子俊为副会长，李洪义为秘书长。
会议期间，代表们进行了热烈的讨论，交流了经验，切磋了邮识，增进了友谊。在这次大会上，还宣读了全国文联副主席、著名集邮家夏衍给大会的贺信。大会在圆满完成各项任务后，于8月29日胜利闭幕。

First congress of the all-china philatelic federation lnaugurated
On august 25,1982,the first congress of the all-china philatelic federation was solemnly inaugurated in the great hall of the people. Cheng anyu, vice-minister of post and telecommunications presided over the opening ceremony. Zhu xuefan, vice-chairman of the standing committee of the national people’s congress attended the cere-mony and gave a speech. Presented at the ceremony were aslo deng liqun, head of the propaganda dept. Of the central committee of the communist party of china. Wen min-sheng, minister of the post and telecommunications as well as leading members of the all-china federation of trade union, the central committee of the communist youth league, the all-china students’ union and the all-china women’ federation, ect. Over 600 delegates and guests met at this unprece-dented occasion with joy and gay.
The philatelic society in taiwan province falied to send delegates to the congress, though an invitation cable was sent to them days before.
The congress lasted for 5 days from august 25 to 29, 1982. At the congress a work reoprt of all-china phliatelic federation was examined and approved, a constitution of the federation adopted, a leading bodyelected and future tasks discussed and finalized.
The congress invited zhu xuefan as honorary president, selected cheng anyu as president, song xingmin, ma renquan and zhangbao zijun as vice presidents and li hongyi as seretary-general in the secreariat.
